gen_intake_gfdl.py options/argument updates #105

Changing click.arguments to click.options, and adding in some help messages. Additionally, renamed main() to build() for more clarity. (Going to add testing steps soon)

thanks @bcc2761 , one of the CI tests is failing. Please take a look at that as you prepare testing notes, and coordinate with @Ciheim.
