Add the support for arpes lab in the IF UMCS, Lublin, Poland #1

Dear Ryuichi,

I propose to add the support for our arpes lab in the Institute of Physics, UMCS Lublin, Poland.

I have noticed that the original arpes project is not maintained anymore and started to use your fork of the original project.

We use Specs Lab Prodigy, however by default we use xy files rather than already supported itx files.

I have made small changes in my IF_UMCS plugin to catch up current standards.

Thank you for PR. I don't think I'm the sole scholar maintaining/developing this (a sort of unmaintaind) package. And I do this for my own purpose. In the current request, I can merge it. However, (needless to say) I cannot respond in every requests.
