add release notes and remove create pr

@githubdoramon, i took @mathewmeconry 's suggestion to add the publish notes as release notes and remove the create pull request code from the work flow. Since it already creates release with the tar file information, there's no need to push the tar file to the deployments repo. I can't test this without merging into master branch. If ok, can merge it into master first and fix any issues if necessary.
