Change to issue template: bounty bot #224

At the bottom of the issue template we have text that says:

- [x] I would like to have a bounty on this Issue that I will fund myself

Should this still be here now that we are using Gitcoin?

Hey John, well I guess that's there for when people create issues they'd like to add a bounty on (through gitcoin or others). Tbh I don't think this is relevant in the immediate future bcs you and I are the only one creating issues. I don't think external users will create issues and fund these anytime soon. So for me it makes sense to remove this. But see discussion in #19 which you started - I'd like to 'pump' the use of issues in this repo for contributors, instead of pushing them to make PRs. So that would mean revising all of this anyways.

I think that check box is there to call a bot to the issue, not sure. If so then we don't need it anymore, or we need to update the bot to use Gitcoin instead of SOB. @Smokyish would know better than I do about this.
