How much capital should Aragon spend yearly on Nest grants?

I think the question lacks information needed for voters to make an informed decision. Questions that come to mind:

• What are the current reserves?
• What else would the money be spent on if not Nest grants?
• How long would this policy be in effect for?
• Would ANT holders have any say in who receives the Nest grant?

Maybe questions could also have a link in them that leads to this issue or a forum thread where discussion is taking place about the question?
