Add a "nobody can do this" action requirement #99

Some companies will wish to disallow certain actions. You can set "only 0x00...00 can do this", but a neater alternative would be to be able to explicitly disallow an action.

This is supported in 0.5! Actually, "nobody can do this" is the default from now on (correct me if I'm wrong @izqui) 😊 I'm going to close this, if that's ok.
