In the current draft, the network governs the court hierarchy and can set a portion of all arbitration fees which are collected by the network, the network also covers the cost of reviews when necessary. This means that in cases where there are lots of reviews the network is subsidizing and socializing this cost, however, if the process effectively deters bribery/misbehavior then there should be few if any reviews necessary and the arbitration fees collected by the network should more than cover this cost.
This dynamic needs to be described more clearly, and potentially modeled in order to prescribe specific starting values for fees.
