Meta Proposal: fund recovery #17

As we all know, we didn't just magically get here. Time was spent and work was done. Now that we have a process to make decisions, it makes sense to address "fund recovery." We need to address the past so that we can all move forward together.

The current temp workflow does not have a protocol for this. That is on purpose. Fund recovery should not be a regular thing. It is a 1-time event only justifiable due to extenuating circumstances.

I think it makes sense to create a Meta Proposal that, for 1 week, allows people to create votes to request compensation for work that was not approved for funding by the current workflow. This will not guarantee compensation for anyone, but it will give everyone a chance to address the past in a structured manner.

The structure for that process would be similar to the normal request for compensation flow, however, to keep conversations structured and productive you would create a new Issue titled "Fund Recovery: reason for fund recovery", and then the first comment would be:

Then discussions around this proposal can happen in the comments for that Issue (not in the #general channel of the Keybase group). When you feel like there's rough consensus agreeing on the terms of your request, submit that Request For Compensation for a vote. In the vote please reference the Issue # as well as the important action items. This would look like:

Request For Compensation: fund recovery for X person who did Y thing
- the AGP-40 deliverable that you worked on
- the steps you took to move us towards shipping that deliverable and where we are now as a result
- the amount of time it took to follow through on those steps and the amount of compensation you are requesting as a result


Leaving this Issue open for discussion. If feedback is positive I will incorporate that feedback into draft for a concrete proposal which can be put to a vote sometime next week. Currently though, this is merely a Meta Proposal that is open for discussion. Please do not take action on this proposal beyond commenting in this Issue with questions, concerns, or suggestions for improvement.

Haven't much time atm to get into this (& the range of emojis on here is too limited for that kind of quick expression). For me, if there's to be a sense of progress, evolution and 'closure' regarding previous events and outcomes in the DAO, something along these lines would certainly help (from my perspective at least:).
