display given time value when scroller shows up #121

What steps will reproduce the problem?
1.select the time scroller
2.it shows the scroller selector on current time value
3.

What is the expected output? What do you see instead?
I want that the selector should come on the given time. Though the input box 
should still have value 00:00 

What version of the product are you using? On what operating system?
