Completely new and stuck #107

What steps will reproduce the problem?
1.importing
2.using jquery
3.

What is the expected output? What do you see instead?
I am hoping to just get the stars to even appear but that isnt working. Then 
very new to jquery and no idea how to call functions, never mind passing values 
to it, this is what I have so far

You have to add jQuery to the page.
THEN add the plugin.

You need to add this...
<script type="http://code.jquery.com/jquery-1.9.1.min.js">

BEFORE this...
<script type="~/Scripts/jquery.rating.js">
