We need to decide about the wording of this new offering:

• perpetual free tier --> perpetual free deployment because it can be created independent of the tier?! If an organization that belongs to a paid tier creates a free deployment, will that deployment be only part of the upcoming ML Free Trial (with ML services enabled)? Or can one create a non-ML free deployment in a paid org?
• perpetual free trial?
• the existing free-to-try tier remains, but one can only create free deployments and not any other type

Update: Changed perpetual free tier --> perpetual free deployments and added a note that paid organizations can also benefit from the free deployments offering.
