Description

Remove unnecessary Relearn theme leftovers to make things simpler and a little faster
Refactor theme to use a base layout, deduplicating a lot of HTML, and removing archetype front matter
Fix weight calculation for auto-generated oasisctl pages for alphabetical order of of all children instead of two groups (sections, pages) - changes will show up in the next scheduled oasisctl workflow

Verified that the static output is the same except for a removed CSS class and the following change in the root index.html:

This removes the empty breadcrumbs, the next link to /hooks/ that we don't want, and adds the back-to-top button - but the page navigates to the stable version homepage immediately anyway so it isn't visible.
