Make OpenSSL optional, adjust CMake commands, and set proper build image for 3.12+

Wrong enterprise branch selected by default (devel instead of 3.11)

CMake Error at enterprise/Enterprise/VocBase/Properties/CMakeLists.txt:1 (target_sources):
  Cannot specify sources for target "arango_vocbase_api" which is not built
  by this project.

For 3.10 and 3.11, we should use the (docs) version to select the version branch but from 3.12 onward, we need to use devel.

compile-and-dockerize-arangodb called twice with version 3.11 even though compile job conf is 3.11 and 3.12. Why is parameters.version wrong? Is this accessing the wrong CircleCI parameter or is the command already called with the wrong parameter?
