DOC-234 | Log topic descriptions

Description

The default log level for audit-* topics appears to be INFO. The docs stated that all audit events would be logged by default, which would be DEBUG in some cases, but that doesn't appear to be the case.
Describe what each log topic does based on observation and the code but gloss over many details as it is fairly complex.
Add a cross-reference from log levels
