Leveling / Allocation window show initialy the non allocated /leveled programming #2

When entering Leveling / Allocation window, until a leveling or allocation is 
performed the panel for Gantt and histogram is empty.

It would be preffered if it shows initially the min programming times of the 
project with its associated histogram. In this way the improvement of 
allocation/leveling is more evident.
