serial monitor window resizing not obvious #95

The baud rate selector popup in the lower right corner obscures the window 
resizing indicator 
(the diagonal lines in a triangle). Or maybe it is not there at all? In either 
case, the fact that the 
window can be resized is not so obvious.

The UI doesn't have the notion of a resize indicator except on OS X. If we want 
to match the notion of a resize grabby image in the bottom corner, this wil 
require a little code and a new resize icon (i.e., one that isn't Arduino IDE 
green).
