既存のlogger構成の整理
- 既存のlogger classを用途に沿った名称に変更
- 設定ファイルをリネーム
汎用loggerを新規作成
- Web(fastapi), Batch, の各プロセスから共通した手順で利用可能
- Snakemakeプロセスからの利用も考慮

@ReiHashimoto とりあえず、主にRunnerなど共通部分へloggerを適用しておきましたが、必要そうな箇所へ適用いただくで問題ありません。
