NMODL tutorial. #2272

Since NMODL documentation is scarce and outdated, add a lengthy tutorial about it.

I reviewed the webpage https://arbor--2272.org.readthedocs.build/en/2272/fileformat/nmodl.html and didn't find where some text goes. So I put some of the comments here:

(1) "Xd is present on all cables iff its associated diffusivity is set to a non-zero value." --> change iff to if

(2) why do https://github.com/arbor-sim/arbor/pull/2272 and https://arbor--2272.org.readthedocs.build/en/2272/fileformat/nmodl.html look different?

(3) overall it looks good. I have an error in this step: Could not find readable file at 'cat-catalogue.so' after 'Catalogue has been built and copied to /home/han/miniconda3/envs/arbor_dev/bin/arbor/mechanisms/cat-catalogue.so'
