Wip giftcertificate processing #549

At this point I want to get #547 fixed up or at least close so even if this isn't perfect, it moves us forward and I can come back and fix any bugs later.

This implements the processing of gift certificate retreat registrations (applying or using a gift certificate) Improves the gift certificate index, show, and editing Implement usage of max_participants for retreats/events Implements the sending of squarespace order fulfillment emails Adds email column to the retreat roster report Removes export list from admin and other general improvements to the admin menu added ide_helper package for better development checks
