Ocean tanker transport in OPGEE #187

This issue is raised by CARB:

As mentioned to David earlier this month, we have been working with a maritime emissions researcher who does have critiques to the CARB's model for evaluating shipping emissions, specifically that only one link of the transport cycle is calculated in the CI rating, rather than a roundtrip. In her words:

"The oil tanker that travels full of oil from Ras Tanura to Los Angeles most always returns directly to Ras Tanura empty, only to fill up again and go somewhere else. Not counting that return trip ignores half the problem. The vessel is often the same weight on the return trip because it takes on ballast water, so that shouldn’t have too much effect. It is a good sign that transport is included, but I do think it is underestimated."

The back-haul destination to origin (btu/ton mi) is accounted in the transport sheets.
