Hi ... Submitting this as a new issue ... have briefly reviewed other submissions and did not see this one ...

Distribution : Ubuntu 18.04
Desktop environment : Gnome version 3.28.2
Arc version/commit : 1488477732.766ae1a-0
Installation method : package

Horizontal/vertical scrollbars not appearing in arc-theme in my environment.

Hi Nico ... see screenshots below ... scrollbars are present in the ambiance theme, absent in the arc-dark (preferred) theme ... also I noted issues with horizontal/vertical spacing of menu items (visible in the screenshot) and highlighting of menu items and buttons .. (btw, I don't see any of these issues with arc-dark in Ubuntu 16.04, only in Ubuntu 18.04) ...

Based on the screenshot, this might be the same issue as in #123.

Could you clarify how did you install the package? I don't see version 1488477732.766ae1a-0 available from ubuntu [universe], or fossfreedom's repo.

Could you try downloading the theme source and building it manually from this repo, and see if the same problem persists? That might help diagnosing the issue.
