Improvements for XFCE 4.13 suggested #150

Currently Arc-Maia looks this on XFCE 4.13:

Since the Matcha theme is based on Arc, it might be good to adopt some of it's changes in that regard:

Would need to see the current screenshots for what things look like with arc theme itself.

Once we all agree that the revised styling is consistent overall with the original goals of the theme we would be more than happy to receive backported pull requests.

I would not pursue these changes. philmmanjaro seems to be running Arc-Maia, which seems to have some visual inconsistencies that this soft fork does not have. Changing things for the sake of change could break styling in other areas. The only issue I think needs attention in XFCE that would not break anything would be making the xfwm4 theme's bottom border smaller, in this issue I brought up here.

These issues persist with the arc theme itself too. See here: grafik grafik

Arc theme broke for me with the release of Fedora 29, which updates XFCE from 4.12 to 4.13.
