This PR introduces a Helm chart for deploying the Arcane Studio application, enhancing the deployment process and configuration management.

Helm Chart

Add Chart.yaml for Helm chart configuration
Add deployment.yaml template for Kubernetes deployment
Add service.yaml for service configuration

Docker and Kubernetes

Update Dockerfile to use uvicorn for running the application
Add create-k8s-secrets and deploy targets in Makefile
Update docker-compose.yml for PostgreSQL 15 and environment variables

Configuration and Settings

Add psycopg2-binary to poetry.lock and pyproject.toml
Update settings.py for environment-based database configuration
Add health check endpoint in views.py
Update urls.py for health check and root path
Update base.html for dynamic URL paths

Miscellaneous

Add .dockerignore and update .gitignore for Helm chart and other files
Remove uwsgi.ini as it is no longer needed
