Plugin for AWS node scenarios #25

We need a plugin that, on demand, is able to perform actions on AWS EC2 instances.

Actions:

stop
start
terminate
reboot
wait for status (running, stopped, terminated)

The plugin should be able to select based on:

Node name (regexp)
Node tag(s) (regexp)

Done except for mock boto3 for testing.

It looks like they are not pushed. We need to decide which team plans on maintaining it long-term, and create the repos in there. Do you have any opinions on that?
