Plugin for GCP node scenarios

We need a plugin that, on demand, is able to perform actions on GCP instances.

Actions:

• stop
• start
• terminate
• reboot
• wait for status (running, stopped, terminated)

The plugin should be able to select based on:

• Node name (regexp)
• Node tag(s) (regexp)
