Implemented the PeriodicVariableSCC abstraction and added it to the SCC hierarchy
Extended DOALL to catch PeriodicVariableSCCs and chunk accordingly
Added regression tests for periodic variables, one of which is also used as a performance test
PeriodicVariableOutput regression test fails due to suspected HELIX bug
