Neodigm Carousel | Resize Function #108

If nav = resize then reflow the carousel.

Use Case: The browser resizes or changes orientation.

The actual debounced resize logic exists in the implementation logic not the framework.

This task is complete in v3.1. No breaking logic. The landing page template has been updated. The index.html has the test.
