Kiosk: plugin pwastresstestdock forces Kiosk into emergency mode because of a missing library #2827

I would have thought that a single plugin should not be allowed to do that and instead rather just would not load. Try this and think about a better way of dealing with such an issue.

In this case pwastresstestplugin was not able to import the kioskdatetimelib (because it is only part of a time zone kiosk and I had checked out the main branch in GIT which does not have the library).
