PgDesigner #82

To complete archeos-db metapackage, we have to package PgDesigner (http://pgdesigner.sourceforge.net/en/index.html). Some info about the deb package here: http://packages.qa.debian.org/p/pgdesigner.html

This package will be a difficult one. PgDesigner is coded with an exotic language (Gambas). Latest stable version from upstream (1.2.22) depends on version 2 of Gambas and actually only gambas3 is packaged for wheezy. Moreover, gambas library have been updated in the repos for gamba3 and they do not seem to meet all the requirements of PgDesigner.

I thik we can also drop this software from Theodoric list (it is not mandatory). we can create a new list with software under observatio (like PgDesigner and spatialite-gis) and add them only if they will be updated. I'll close the issue.
