Added an annotated table of contents to the landing page to guide navigation

issues addressed

We got some feedback that we lacked installation instructions, which suggests that it was too hard to find installation instructions.

We will need to make some additional improvements to the navigation / usability of the documentation after we get more specific feedback about the nature of the issues/problems.
