Relationship between manifest and digital resources not created properly in chem deriv. files #1538

To reproduce

  1. Create an observation in the Chem analysis data upload workflow
  2. Go through Chem analysis images upload workflow
  3. Check related resources and see that there is a digital resource (A)for the manifest related to the observation. However, there is a second digital resource for the manifest (B) related to the canvas. Presumably manifest A is created in the course of the workflow. Manifest B is created automatically when the manifest is created.
