Pressing enter key in most input boxes during a workflow causes the workflow to start from the beginning #1156

UPDATE: Appears to be a core issue.

Examples

During application area, enter a value in the application area name first step and press enter. The workflow starts again. Run through the app area workflow to the step to capture the app area geometry, select a draw tool, then press enter and the workflow restarts

Only appears to happen in the Application Area workflow. No similar behaviour for geometry drawing is seen in Consultation workflow

@aj-he The same behaviour is seen when creating a new Application Area resource. It only happens once and then, after that hitting the enter key has no issues.

I think this may be a card issue rather than a workflow issue

@csmith-he This happens for me but then after the first page refresh it doesn't happen??
