Exclude the semantic node when the missing nodes are added, #11011 #11012

Description of Change
Exclude the semantic node when the missing nodes are added.
Fix the issue with imported data (bulk0data-manager) are not being able to be saved under certain condition.
Adding the semantic node to the tile data isn't necessary in general.
