[controlled-lists] Implement CLI interface for RDM -> CLM ETL #11070
Follow up to #10883 / #10927 - needs further discussion about where a CLI module for running this ETL process should live. In #10927, I placed it in a module called etl_processes.py, but this may not be a desirable name/location.
