Unable to scroll to the bottom of the bell icon notifications. #11300

Steps to reproduce:

User is logged on to AFHER (local instance) and navigate to search screen.
Click on the 'Bell icon'.
Navigate to the bottom of the notifications.

Expected: User should be able to navigate to the bottom of the notifications.

Actual: Unable to navigate to the bottom of the notifications.
