PSM not capping set max bitrate #125

I've set PSM to maximum 20 Mbps to avoid skipping and dropped frames
over my wifi to the PS3, but for some reason PMS is still going over
it.
I'm using PSM 1.02.1 on XP PRO and have the quality setting at
"keyint=1:vqscale=1:vqmin=2"

The bitrates hit 50 and more Mbps as reported by the PS3.

I am using avisynth/mencoder engine (avisynth/coreavc).
