Will Not Startup/Connect Properly Even After Clean Reinstall of Multiple Versions of UMS/PMS/Java

What steps will reproduce the problem?
1. Start software
2. Not connected, so reinstall software/java
3. Start software again, no difference.

What is the expected output? What do you see instead?
When I start UMS/PMS, the program does not connect to the PS3. I check the log 
and it says there is an error loading Java file, despite complete uninstall and 
reinstall of multiple versions of Java.

What version of the product are you using? On what operating system?
I've tried multiple versions, including long passed legacy versions of UMS, 
PMS, and Java

Please provide any additional information below.
I have attached a log file of the exact problem that occurs no matter the 
problem.

Try running UMS with administrative privileges.
