updated cost in FEEDSTOCK.xlsx (personal use)

To calculate energy system cost for district more effectively, I have updated my own version of FEEDSTOCK.xlsx file with costs I can find in Switzerland context in 2023, and I hope it's useful for other users as well. FEEDSTOCKS_2023.xlsx

Discriptions of my modification:

1. Naturalgas: 0.09 -> 0.18, source: https://werkezuerichsee.ch/neue-gaspreise-ab-1-januar-2023/
2. Biogas: 0.17 -> 0.23, source: https://werkezuerichsee.ch/neue-gaspreise-ab-1-januar-2023/, assume 100% biogas
3. Grid: 0.22 -> 0.28 (6am to 10pm), 0.16 (rest of the time), source: https://www.ewz.ch/en/private-customers/electricity/tariffs/overview-of-tariff.html
4. Solar (feedback price to grid): 0.60 -> 0.05 (I wonder why it was so high before), source: https://www.ewz.ch/de/private/solaranlagen/solarstrom-fuer-eigentuemer/solaranlage/stromruecklieferung.html

Thank you very much for this input. The FEEDSTOCK database and the ENERGY_CARRIERS database will likely be merged in the near future, and we'll consider your proposed changes at that point.
