Change the repository name #401

We would like to be known as CityEnergyAnalyst as we are becoming less and less dependent on arcgis and more a general open source tool

I suggest we add an arcgis folder under the CityEnergyAnalyst main folder. Right next to the cea folder. And we also need a docs folder (or doc?) and a bin folder (for command-line scripts like the euler stuff) and a grasshopper folder for grasshopper components like the stuff @shizhongming and I are working on. Also, maybe a vistrails folder for VisTrails components. You get the picture...

PR #554 de-couples ArcGIS and the CEA (among many other goodies) and is a step in this direction.
