Add repositories for canned commands

It should be possible to installe pre-configured "repositories" of canned 
commands - from the rps project site and also from local LANs.

This would enable users to share sets of usefull scripts.

I think a nice example repository would be a list translations to IronPython of 
the RevitAPI sample projects.

actually, i now believe sharing scripts in groups should be done with the DeployRpsAddin feature.
