Installer choice "Just me" vs. "Everybody" should have an effect on installation #7

What steps will reproduce the problem?
1. Install RPS with the intaller: Setup_RevitPythonShell_2012_r139.msi
2. Dialog displays the choice
3. Choose "Everybody"

What is the expected output? What do you see instead?
The addin manifest should be placed in %PROGRAMDATA%\Autodesk\Revit\Addins\2012\

instead, it is placed in %APPDATA%\Autodesk\Revit\Addins\2012\

After it attempts to place the addin manifest in %APPDATA%\ Revitshell fails to 
complete installation. Receive error message: "Cannot find Addin in APPDATA".
