Make sure Installer requires .NET version 4.7 #91

According to issue #90, RPS won't run if the .NET version 4.7 isn't installed. This could be added as a dependency or something to the installer.

Actually I installed 2 things that were required from the pyRevit installer. The ".NET 4.7" and ".NET Core Runtime 2.0.7". I haven't install pyRevit yet. Those 2 did the trick. I can't tell which one though.
