Resizing page should not resize body/title bar imho #1

We want the resize (for the reasons Yulia mentioned), but it would be nice if .navbar looked better on smaller devices (mainly the user nav shouldn't 'clear' before the search bar i think.

This is pretty much fixed since the responsive design commits from a couple days ago.
