If any command is disabled in Preservation Planning, the rules should be disabled and the tool shouldn't run.
Current behaviour
This is working as expected for other types of commands e.g. Characterization, but if the Tesseract command is disabled under Transcription, it runs anyway.
The work around is to just to set it to "no" in the processing configuration, but filing it here as a bug just because it's inconsistent with other FPR actions.
Steps to reproduce
Go to Preservation Planning and under Transcription, disable the command
Ensure your processing configuration has Transcribe SIP contents set to Yes
Run through the OCR image sample transfer
When the AIP is made, observe that the OCR file has been created and is in the AIP.
