Problem: some links that referes to .md files hosted on GitHub use anchors that go as unresolved in linkcheck #1646

As found through running https://github.com/artefactual/archivematica-docs/pull/433

Version of the doc : 1.15

Suggested fix: we could link to the doc directly without using the anchors. We could also ignore all GitHub links.
