Gradle build file and test categorisation #149

This pull request adds a gradle build file and test categorisation.

The gradle build file can do most of what the ant build file can except:

sitespecific build script // I'll try add this in the future.
use tomcat home for any extra libraries.

Some advantages are:

Downloads dependancies from maven central or other repositories, so easy to update dependancies.
Adds dependancy analysis, so will complain if a library is a dependancy when not being used.
Incremental builds, keeps track of past tasks to avoid rebuilding

The test categorisation is split up into:

unit tests - all uncategorised tests
slow tests - unit tests that take longer than 5 minutes to run
integration tests - requires a tomcat installation
local epics tests - requires an EPICS installation for running iocs
flaky tests - tests that fail due to system resource usage
