Update plugins #227

Updates the plugins.

Also adds ability to override the version number Useful for site specific builds and for building without being in a git repo

0.15.0 -> 3.0.0? That's a big bump...

Only 3 versions, https://github.com/palantir/gradle-git-version/releases Releaser just has swapped from incrementing minor to major only.
