Move the initial delay for starting the archive PV workflow to the archappl.properties file. #233

As we now wait for the cluster to load up its PVs before letting the archive PV workflow start up (and I did confirm this), we can afford to move this to the archappl.properties file. The default of a 10 second wait should be fine for most purposes.
