Addressing some items from Issue 228:

Updated naming for cohort page: Cohorts --> Cohort (2021-2022)
Create a new cohort (2022-2023) page
Drafted CFP/program information for cohort 2, @ianmilligan1 let's keep hidden for now as we settle on details and can release in mid Feb when CFP is sent out
Placeholder on Cohort 2 page - coming soon visual
