Depending on thoughts, I'm happy to implement this (banner notices + static page).
And, oh, I should provide my thoughts too (😄). I think this all makes sense to me:
banner for any casual users;
I think two e-mails are sufficient - a long-time warning and a close-in warning. Most of our users aren't too engaged so we don't want to spam them too much, but we want to give them ha heads up.
I would probably post the notice on the Cloud site at the same time that the first e-mail comes out.
